Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.

Validation is essentially about verifying the accuracy of parts of an RTO's assessment process and spotting areas needing improvement. Understanding its key components can make it less daunting.

Clause 1.8 of the 2015 SRTOs indicates that RTOs need to ensure their assessment systems, including RPL, are compliant with training package requirements and conducted in accordance with the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The subsequent validation type ensures assessments are in line with the principles of assessment and rules of evidence.

It suggests that validation takes place before and after the assessment. This article focuses on the first type—assessment tool validation.

What are the Two Types of Assessment Validation?

Comprehending Assessment Validation

As mentioned earlier and in one of our previous blog posts, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.

On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

Guidelines for Conducting Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

When Assessment Tool Validation Should Be Done

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation should be carried out before students use them.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:

- resources are updated by you
- adding new training products on scope
- your course includes training product updates
- identifying your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority's risk-based approach means RTOs should carry out regular risk assessments. If students complain about learning resources, it's an ideal time for assessment tool validation.

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

What Do You Need for Assessment Tool Validation?

Instructional Resources

Given that you are conducting assessment tool validation, you will need the full array of your learning resources:

Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.

Validation Committee

Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.

Collectively, your validation panel must have:

Relevant vocational competencies and industry skills for the unit being validated

Recent knowledge and expertise in vocational teaching and learning

Either one of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its updated version

Validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool aids in both the validation process and documentation. It helps visualize how each assessment item meets each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It also acts as evidence that you have validated your resources prior to student use.

ASQA does not specify a recommended or required template for assessment tool validation, but many templates are accessible online. These tools usually have validators review the tools in their entirety to ensure they meet the principles of assessment.

While such templates facilitate validation, they often result in judgment errors because there’s insufficient space for comments on each assessment item.

It is highly recommended to use a more detailed template for inspecting each unit requirement and the assessment items that map to them. Below is an example:

Core Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment offer various ways to demonstrate competence according to different needs and preferences?

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make more info decisions on skill competence?

Essential Rules of Evidence

Validity – Does the evidence indicate that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work belongs to the candidate?

Currency – Do the assessment tools correspond to current units of competency and industry practices?

Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.

To avoid employing learning resources that fail to meet all unit requirements, be sure to follow these guidelines:

Show What You Mean

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diapering

prepare bottles, feed babies from bottles, and clean equipment

prepare solid foods and feed babies

appropriately respond to baby signs and cues

settle babies for sleep and prepare them

monitor and foster age-appropriate physical exploration and gross motor skills

Having students describe the nappy-changing process for babies under 12 months doesn’t fulfill the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete Compliance or Not Competent

Observe the lists. As noted above, if students are asked to perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What information can be included in a work package?

Possible answers could include:

Necessary resources

Associated expenses

Time span of activities

Appointed roles and responsibilities

If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.

Possible answers can include, but are not limited to:

Weather conditions – isolating the work area, engineering, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, engineering

People – isolation, use of engineering controls, administrative controls

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolating, engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
